Strengthening Public Institutions Through Union Empowerment and CSC Recognition

MPSPC-UFE and the  MPSPC-NTPU received its Certificate of Recognition and Accreditation from the  Civil Service Commission (CSC), which implies that the government formally acknowledges these unions as legitimate bodies. This allows them to engage in collective bargaining, negotiate employment terms, and advocate for members’ rights within legal parameters.

The Mountain Province State Polytechnic College (MPSPC) has established itself as a respected educational institution dedicated to serving students and the community. Central to its success are the employees who bring its mission to life: the faculty and the non-teaching personnel. The unions representing these two essential groups — the MPSPC Union of Faculty Employees  (MPSPC-UFE) and the MPSPC Non-Teaching Personnel Union MPSPC-NTPU) — play a pivotal role in ensuring that MPSPC remains a fair, safe, and productive environment. By advocating for employees’ rights, promoting fair practices, and contributing to institutional stability, these unions are crucial to the overall success and growth of the college.

MPSPC-UFE ensures protections against arbitrary termination, promotes transparent hiring practices, and advocates for tenure policies that support academic freedom. On the other hand, MPSPC-NTPU also provides support to ensure that administrative and support staff have security in their roles, protecting them from sudden layoffs and fostering a workplace free of discrimination based on gender, age, race, or disability. 

Overall, union recognition at MPSPC contributes to SDG 16 by promoting fair practices, encouraging inclusive governance, and strengthening institutional integrity—core pillars for building strong and sustainable institutions.
